The galactic consciousness from the world government is implemented through the media and the educational system. These are the places where you will see the change in awareness so to speak. When I say the media I mean the internet, the television, the newspapers, hollywood etc. And when I say the education I mean the mandatory education for the children really. But obviously the universities etc are also in on it. They live on grants. These grants really come from the world government.
